Designated Rattlesnake Habitat Area?

I've recently became aware of 2 "Rattlesnake Habitat Areas". One is way out in the middle of nowhere along I40 and this is the other one:

Does anyone know the story behind their creation? Are they state or federal? Maybe habitat offsets to allow destruction of habitat elsewhere? Or just more California lunacy?

I just remembered the USGS Geographic Place Name Locator and looked it up there. The USGS says it's administered by the state:
