You do realize that with SIM it's basically impossible to do so? The EIN/SN of the device is NOT used by the carrier- only the SIM card is used.

Also a Post-Paid device on Sprint can NOT be used on pre-paid service plans from Virgin Mobile or Boost. They're in separate databases. You also can NOT take a VZW phone to Sprint.

I believe it's still possible to create a blacklist of GSM phones. My understanding is that Europe has been doing this for a while. Doesn't the phone's IMEI also get passed to the carrier? If so, they could block it that way.

You think the idiots that rob people care that its not usable on another carrier? Any stolen phone needs to be blacklisted, period. So that they get the message, that the deed is worthless

not true they are recorded with every call and authentication the phone does. However the carriers do not blacklist phones like the CDMA carriers do they could the technology is built in to gsm but they choose not to use it
