Now that I am back where I can access my OOL modem, I can confirm that the cap is lowered in the config file at least in my area.

I am in an area where FIOS is available. So I guess the question is why did they lower it and will it be lowered in all areas. Some possibilities are, they do not have the capacity in the areas they lowered it to make sure that congestion does not occur. My area just moved all digital so that analogs are still there and may reduce the number of channels. I see that kickass69 See Profile's area is also just going all digital. So it may be a short term solution. It would be interesting to see anyone who can run Docsdiag to post their caps and where they receive service and if they are all digital.

Another possibility why would be if they lowered everyone, then any official increase will appear to be a greater increase. So it might be in anticipation of an official increase or new tier in the future. I assume there are other possibilities just putting out some of the ones that occur to me.
