I've had some occasional issues with low upload results with ShaperProbe. Close it and try again.
I tried the Comcast test again just now and got nearly identical results as my last test.
I probably sound like a dork for asking you this, but have you tried it without your router? It's strange that you're getting high latency in the test, and in web browsing, but not traceroutes; maybe it's a router configuration issue.

Nope, same thing with or without the router (Asus RT-N66U), I think it's a problem with the Node or the interface at the Ukiah CMTA. | |
