SAP in this context stands for "second audio program" -- namely, an alternative audio stream for the broadcast. »en.wikipedia.org/wiki/Second_audio_program

How to access it depends on your TV -- if you don't have an owner's manual handy, you should be able to find one online based the make and model number.

Some remotes have a button for SAP, but on others its usually in the audio options. SAP stands for Secondary Audio Program, and most of the time in the US it is Spanish.
