Yeah it has the same settings as Windows 7. They just hide it more in Windows 8 hoping you wont use it I suppose.

The information I saw said that Microsoft changed backup in Windows 8 because only about 5% of users actually used the full backup feature.

They found that most users were interested only in backing up their personal stuff, like pictures, documents and the like. That's the way it is.
