Not with a contract they won't. Do you really believe there are enough people not under a contract that it will make a difference if they leave? Then only under certain promotions made at certain times will the other carriers pay an ETF to gain customers. So that is out the window too.

Yet again AT&T will not have to actually cover their own cost for their own actions.

if att raises the rates to recoup, people will be able to drop them with no ETF, it's in you contract that you can ditch if there is a rate increase. people need to read contracts before signing them

They actually pulled that little sentence out ages ago. Also, just a reminder, but AT&T can and does change the ToS at will, any time they want, without notice to the customer.
