The issue of fragmentation is often what is given as an excuse when talking about android development and it is just that an excuse. I've developed for both ios and android and they both have quirks that you need to work with.
The optimum app was written to purposely only work on the Kindle Fire (a 7 inch screen) that's most likely why it works on the Nexus 7 allot of the build prop characteristics between the 2 devices are similar. The fact that people are just changing settings in the build prop to get it working is more proof that they are needlessly restricting the app.
