Bell does not throttle any longer.

First of all, Bell only ever throttled P2P, jaguar is describing non-P2P behavior. Secondly, the throttling window was 4:30pm-2am. Jaguar's issues sound like they're not time sensitive.

Lastly, i'll refer to the following quote " I do get 7MB speed when I do a speed test at home."

Is it possible, the bottleneck is at work??

That isn't true at all. In some cases an entire subscribers service was throttled. You may want to review this in this forum from back then, and also some of the reviews where this was also the case, back then.

In addition, when Bell Canada had their own forum over at bell.ca, this very thing was discovered to be happening as well.

So no, Bell did not *only* throttle p2p. Entire lines and non p2p services were indeed throttled.
