I though I had thanked you for your comment, but I must have forgotten to :send: 
I did look at Start and it seems attractive, especially to those of us who only have internet with Cogeco.
Part of the saving is because you have option to BUY the modem. Is it possible to do that with Cogeco? Don't see a separate rental charge on our bill.
We would need to transition our email addresses to webmail . Perhaps Gmail or Outlook.com before making this change. But I am doing that anyway so as to not be tied to any specific ISP.
