OK that can be taken 2 ways . I am going to assume you are taking about a normal home IP camera where the "Website" is generated by the camera on demand . As Dave noted , in that case the security is dependent on the camera's software and firmware , as well as the software in the router .
If you are talking about an external website that you are continually streaming data to , you should not have to forward any ports .

Thanks. I'm talking about security cameras that connect to a dvr and the dvr is connected to the internet.

Then it's exactly as secure as your DVR is.

If it's one of those web-accessible DVRs where everyone knows the password that you have not bothered to change ...
