Your upstream power level is pretty low.

I don't know if that's your problem though.

They are not too low. They are close, but those won't cause slow speeds. My upstream levels have been at 34-36 for five years straight and I've had no issues.

Don't be so certain. Every system and user environment is unique. There are no blanket / universal numbers that apply to everyone.

What IPv6 Address did you have? Native IPv6 or a tunnel?
