[Troubles] On the edge of DSL

About 4 years ago Windstream told me I was too far out to get DSL. I had a friend of mine that worked for Windstream check it out and he said the margins are fine and 1.5 dsl would work...great "better then dial up". Work fine till about a month ago I began having issues with slow speeds, no speeds, no connection, or intermittent connection. I can reboot to get the speed back up to its maximum of 1504 kbps, and it will stay till who knows....an hour, 1 day, 3 days, what ever. Had Windstream out on 4 or 5 occasions, they have checked margins, connections, replace modem with a 1704, installed new pot filter...Every time the speed is 1504 till later that day or the next, or the next. One tech told me the margins are better then what he sees sometimes in town. What can change as it pleases to the point I reboot and solve the problem temporally?
