Saw a review of Google and it's products recently on ABC au. and the Google representative was boasting about it's ability to monitor all androids to gather intel on how fast each moved in traffic, to give valued updates on traffic to help traffic congestion in all area's.
Not sure how but, gps co-ordinates would seem like the answer here...enabled or not.
IF Google gets in trouble for something......expect speeding fine at some stage.

That's why Google offers "Google Maps" app for free. It requires users to be always online - to send GPS coordinates back to Google in real time.
