|  Understand Where Adelphia Needs The Power
Adelphia uses power from the telephone poles to power it's equipment placed on the poles. Not all operators use that setup (green boxes on the poles). This isn't an issue about power into the inside plant, this is an issue about power for the outside plant. They got a point if they put in orders for service from the electric company but the electric company doesn't provide the service in a timely manner.
