1. Cap hit / exp at 7.5% 2. Keep parry at 2 to 2.5 dodge 3. Gem stam still comfortable with your HP pool. 4. Get your secondary stats , mastery and haste up as well. 5. Use the stam / 2% armor meta gem
Currently Mastery will provide a constant TDR via HotR versus dodge so for your avoidance stats the order should be:
1. Parry 2. Mastery 3. Dodge
Dodge has a faster DR than parry does so that is why you value that over dodge.
In terms of TDR , armor has 100% uptime so that is why the stam / 2% armor meta gem is better for TDR.

I use the addon reforgelite where define your stat priority and the number you want to reach (hit/exp normally) you just open the reforge NPC and the addon calculates and does the reforge for you.
