I could meet you at SW for to give a signature but I don't think the guards will be happy with an undead running rampart there.

I do have the charter on me, could not find anyone from here around to sign, so will just keep looking. I think I'm on earlier than most, I have some time right after work, but then I'm out and about, so may be hit or miss when I find anyone.
