update: Thought I'd tether the cellphone to the computer. Dramatic increase in speed. Couldn't run speedtest, but downloads went up to 1.5mbps. What is that, 10,000 faster?

Then I thought I'd reset the cable modem. Unplugged it for several minutes. Downloads were faster than before, though slower than the phone. Speedtest says 1.5Mbps down 4Mbps up.

You have issues, I did tracert to your ip and the ping spiked up to 1.5-2 seconds, so obviously TWC may be having an issue in your area.

Hmmm, where should I look to see if others in the area, or even this same building, are having a similar slowdown? What can be done about this?

Have you tried calling TWC tech support? Really what you need is to have a tech come out and that isn't going to happen unless you call them.
