I go to the Sounds and Audio Devices applet in the control panel. I click Sounds and scroll down to Internet Explorer and to Start Navigation. I go to the menu and click No Sound.

You need to set the startup sound to none in the sound events listing.

Yes this is exactly what you should do!

Goto control panel/sounds and choose START and select NONE for it and click ok (It should accept it and it will be muted next time you start)
