I believe that was addressed by DKS.

i already said i understand the current process...it is the current process that is costing us a fortune in waste...my point is, it needs to be like i suggested...if you don't need a copier, don't buy one, if you do, then buy one...either the money is saved and can pay down our debt, or surpluses could be split (50% to debt, 50% to programs)...that was my point.

IMO there should be a minimum office budget for each department then a general budget for office equipment canada wide... to access the canada wide budget for office equipment you must show that you need the item and it must be approved

exactly...that's my point...the system itself is designed to waste money...with escalating budgets and increasing debt/deficits, we should be focused on cutting waste.

Government will not do that. Hardware, once it is worn out, is not fundable again. This results in a significant amount of ingenuity by staff to make things happen in a timely manner. I could tell you a few stories.

Which can take months. But an office needs a copier today.

and that happens in the real world, likely every day.

of course, one possibility could be they lease the machines with a service contract...that way, they pay a monthly fee for use of the machine, and if there is a problem, a guy comes out right away to fix or replace it...that's how most companies i worked at did it.

The problem DJ is that it's not the surplus, if you're a good manager and save money, you get burned.

When I had my Shack store on Avenue Rd I witnessed what they called March madness, first hand. Various government departments would go nuts spending the last penny of their budgets on computer equipment, even though they didn't need it.

Frankly that's just wrong, to me it's not right that you get penalized for being a good money manager.

No, I didn't. Honest... I ran out of gas. I... I had a flat tire. I didn't have enough money for cab fare. My tux didn't come back from the cleaners. An old friend came in from out of town. Someone stole my car. There was an earthquake.......

Leasing makes the most sense, except that the many of these copier leases require you to buy their supplies from the vendor (at inflated prices) .

And that is the way it is most often done. But not always and not with all equipment.

The other problem is that the government may approve funding, but until the funding letter has arrived, there is no authority to spend it. Funding letters can take up to a year to arrive and usually arrive a couple of days before the end of the fiscal year. Which is why you get the March blitz.

imagine if our tax dollars were actually spent on things like education, health care or our debt, instead of going towards March Blitz...it's a shame.

In order to take care of education, health and debt, proper tools are needed.

BTW, Ontario's debt dropped nearly $3 billion in 2012.

Many Federal Gov't Departments do exactly that these days.

i agree...what isn't needed is millions (likely hundreds of millions) spent on closets full of crap just to empty the coffers at year end.

say, at the end of the year, do you drain the Church's bank account??...what about your own personal account??...of course not, because that is ludicrous, yet SOP here...it should stop, immediately (and i've been saying that for years).

That's the rub, if I don't need that copier this year, I'll lose that money, and will never get one.

Government accounting.
