A useful thing to consider with the slow downs and congestion is to run a traceroute to various servers that you're experiencing that are slow. This will often show you the exact point in which is slow, which will help to determine the exact root cause and where the problem areas are.

So far I'm not seeing a reason for the slow speeds. If it's node congestion then TSI should be able to tell me that. So far, the only thing that's happened is a tech visit and all he did was run the direct line thru a splitter (-7dB) and then to the modem.
