Unless something has magically been fixed, I'm able to get to the site without problems.
All I did was click on the link in the OP's post, and that is what came up.

Try using »www.navy.mil instead; that site has A records (on akamai.net), and it works.

The following also do not work:
army.mil af.mil marines.mil
But putting the "www." in front of both and you can get to both just fine.
The only one that does work is "uscg.mil" which redirects to "www.uscg.mil," but USCG is not part of DOD anymore, it's DHS, so perhaps superior IT support helps?
