It looks more like ancient terminology. If you click on the requirements, they're talking about P133's and PowerPC Macintoshes.
it was probably written 13 years ago, when one would equate a PC to an IP address in use.
Still outrageous pricing even if it is per IP.

Internet speeds up to 15 mbps download, Pentium 133 would be fast enough for that
