You have a few variables here, so lets work on them one at a time:
First: did you run the tests from this site on your system? doe it work slow when you transfer files within the network ( from one PC to the other) of is this just a WAN problem?
from your post it seems that your LAN is setup correct and running within the system limitations.
Second i would run the tests on your second PC it might need a few changes to bring it up to speed. it will not however be at the same speed as your other one but should be close
