I've been having all sorts of network issues the last couple months, but now I can say for sure that I am being throttled.

I ended up doing 20 tests in a row and the upload and download speeds were within a hair of each other each and every time. Max 5.49 Mb/s up and 2.05 Mb/s down with less than 1% variance. Checked my connection stats in VZAcess and I am at 75dbm and 18SINR.
Now 5 Mb/s is really more than I need so I'd be fine with it...except - as soon as I start downloading anything my response time on the network goes from 50ms to 500ms-1500ms. Even worse, if I run any demanding application for more than a few minutes, the connection will reset or time out. The throttling makes the connection worthless for any low latency apps or implementations like voip or teleconferencing. It also is ridiculous when I am paying for 20GB at LTE speeds and am still within my monthly allotment.
I am guessing the only solution at this point is to go straight to Big Red.
