Think about it. That's the only thing that makes sense.
If I download a song from a "bot", I could own the song on a CD I purchased and they probably don't have as much of a legal case against me.
If I upload a song to a "bot", I certainly didn't confirm that the "person" I'm sending the song to owns a legal copy of the song and thus more of a clear copyright infringement.
