4 and 5 don't count. 6 is all that matters. With your WinMTR results all jumbled up, it is hard to discern a pattern; but it looks like the final hop has no packet loss. Given the nature of any trace route tool, it is not possible to lose packets, then "find" them again past the "lossy" hop. If packets are truly lost, they will stay lost to the end.
