Rogers → [Internet] Packet loss to specific server during peak hours

Over the past couple months i've ran into an issue where i'm experiencing high ping plus packet loss for a game that I play. It only occurs during peak hours 6-10pm est. My ping will shoot up to 200-500ms and I'll experience packet loss where I'll try use an ability and it just won't work. I've ran a test to the server and this was the result
