 9000 feet from CO but line not qualified?

Does anybody know what the most likely reason that my line is not qualified for DSL? My subdivision is fairly new. The homes have been here for 8 to 12 years. The Qwest person I spoke to said my area was "new development" as the reason my line does not qualify.

The couple things I have read are: Fast developing areas use some sort of digital switching that allows for all the new POTS but that DSL will not work. I had, at one time, a second line to my house for dialup internet and this may have some effect on the DSL qualification.

There can be many reasons why you don't qualify for DSL even if you're 15 feet from the central office. You most likely have some kind of "concentrator" on your line that allows Qwest to handle more lines without having to run additional copper. This is especially likely in high growth areas and when the economy is bad (it's expensive to put down more copper).

That second line might have been the culprit... In that if we don't have enough copper pairs, we'll often use a "UDC" (Universal Digital Carrier) to provide the second line via one copper pair... but the UDC's won't work with DSL... Can you look at the Network Interface on the outside of the house? Check to see how thick it is... a UDC cover is probably a good 5-6 inches deep. Or I'd be happy to check and see if I can tell if you're on one via the cable records...

I have two pair at my NID. I don't have a UDC cover. It looks like a normal cover. Thanks. Any more info would be helpful.
