The IDSL may make a difference but if for other phone lines Qwest would pay if only two pair. In most normal cases in Arizona.
Quote "I believe you can request "6 pair" buried service wire... but unless you specially request it, it's usually just a 3 pair..."
Yes let Qwest waste manpower on three pair when six pair is just as easy and not much more expensive.
