| Message from WOW to Illinois customers

Let me start by apologizing for some of the problems that some of you have been experiencing. Some of you have heard that we are installing a new DS-3 for backbone connectivity to the Internet. This is true, the problem is that it takes at least 60 business days to provision and turn up new circuits. These intervals are normal for any carrier, so despite popular opinion Ameritech is not playing any games. Currently we are on track to have this new DS-3 installed the end of this week or the beginning of next week. We did order the new facilities before our customer started to see any problems.
The problem we have here in Illinois is Good or Bad depending on how you are looking at it. We had a percentage a customer that we were expecting in each market by the end of the year, and we used these numbers to size our pipes to the Internet. In all of our markets these numbers have been holding true except in Illinois. We have hit our end of the year numbers in Illinois already.
Now you want to know what we are doing to prevent this from happening again. As I stated we have another DS-3 coming up here in a few days. We have already started the process of provisioning a new OC-3 to the internet. That pipe should be coming up late July early August. Beyond that we have also started the process of provisioning an OC-12 to my facility. The OC-12 ring takes 22 weeks for provisioning. The OC-12 pipe should be coming up before we run out of bandwidth on the OC- 3.
The last note is if your experiencing speed problems outside our Peek usage times I would suggest that you call my service center and set up a service call. Outside our peek times, our pipe to the internet is not at capacity.

| These are the signal transmission lines used to connect to the internet backbone.
A DS-3 is also known as a T-3, which is capable of carrying 44.736 Mbits/s. OC-3 is capable of 155.52 Mbps and OC-12 is capable of 622.08 Mbps.

| hey i cant but help to notice i remember watching the fiber to the home video and it had wideopenwest (WOW), and winfirst stating that they would have 100/100mbps connection speeds to the net, and ive only seen that you guys saying that your only getting speeds near OOL people but a lil lower, isnt wow suppose to be offering fiber instead of cable? or is that just in colorado? and ds3's arent fiber.. |

| WOW's implementation of the technology that you describe is currently just in Colorado. The internet offerings in the midwest are conventional cable internet. My understanding is that WOW put in place the infrastructure in Colorado to support what they have there. Late last year, WOW purchased the Americast cable system from SBC/Ameritech. Conventional cable internet is being rolled out by WOW in the communities that they provide service to in the Chicago, Cleveland, Columbus, and Detroit areas because that is what the infrastructure that they purchased supports. |

@66.147.x.x | reply to Ulwyn I live in Illinois, and our neighborhood was just wired for WOW cable. This was not done until Americast was sold to WOW. I was told that all the lines installed were fiber. Now the line from the box to my house is just standard cable. |

| The type of system that Ameritech built (and WOW is finishing) is called an HFC (Hybrid Fiber-Coax) system, which (I believe - any cable tech can correct me here) runs fiber from the cable company to each neighborhood "node" and from there it's copper and coax to the home. The DSDN system in Colorado is FTTC (Fiber To The Curb) - different in that it's fiber run from the cable company that passes the homes serviced, which is then tapped to run Cat5 from the "curb" to the home and utilizes standard ethernet connections - no cable modems needed. |
