Sometimes this is abused and people vote for a flame or something like that and also for the deserving posts, some extra value may be added if you see that a knowledgable member voted for it.

Nobody will want others to know they voted something up, good or bad. Usually someone will reply with the "thumbs up" style post stating they voted. Well, keeping the relative anonymity, the thumbs up dialog which pops up could have a checkbox to send a private IM to them, if checked. This would allow those who want to let them know, and for others to uncheck it to remain anonymous.
