What exactly would a CLEC do?

I noticed that one of the markets closing is Connecticut. Tele-Media cable uses Adelphia Powerlink for their cable modem service in CT. Does this mean that this service will be shut down? Is this the type of service that a CLEC would provide?

A clec is a competing local exchange carrier for phone stuff.
