You're looking in the wrong place. Go to Internet Options, either from the IE Tools menu or the Control Panel, connections, settings, advanced and make sure that the two boxes are unchecked there.

i tried that but there is no dialing tab. the only tabs that show are General, Server Types, Scripting, and Mutilink |
