Ok. So I was down for 2 days. Reported issue to Speakeasy. DSL comes back up on Saturday. Speakeasy didn't update the ticket. So, I notice a HUGE drop is speak and some SERIOUS packloss:
Here are the results of my speed test:

BTW, I have 1.5 down and 128 up. I am goign to upgrade the up, but lets hope they get my down correct first.

First off Covad personel are not Union and are not idiots.
There is also no problem with the DSLAM you are on. The first part of trouble shooting on ADSL circuits is to place it in safe mode (768/128). It seems by your speed test's that is what happened on your circuit.

Thanks for the update, but I know that Covad employees are not Union workers. It was a joke. We used to make that joke when i worked at BellSouth.net. Now, I will debate you on the fact that they are idiot. I shouldn't have blanketed all employees of Covad and for that, I am sorry.
When working with Covad on many instances in the past, they have not been up to par. This would only include those working in the Southeast region (Miami especially). Just a personal experience.
As for the "safe mode". We used the drop the line to 128/128 for testing purposes and then gradually bring that circuit back up to its original levels. That is why I didn't think it was in "safe mode". Just thought something in provisioning was messed up or during my pre-upgrade of service, the accidentally dumped my line.
