If they are your own ARIN assigned IP's then yes, if they belong to Megapath the no you cant keep them.
You would know if they were directly from ARIN.net as it would have taken you weeks to get them issued and routed.
What two WIC cards do you have? both T1? or one ethernet and one T1. Are you running one to one NAT to private IP's on the ethernet side?
NewEdge are fine with cisco configs using frame-relay and ATM, we have a few customers using them. Most use the supplied Netopia 5300 or the NEW Siemens 5940.
