| PA - Speak Out About Your Broadband Service!
The Pennsylvania Communications and High Technology Commission is looking for input on how to better implement the Chapter 30 requirement the State has been dealing with since the 90's. Many of the providers of data access to the WWW have been telling the State that they are implementing Broadband (1.544 Mbps minimum) and that there is plenty of competition.
The Committee will be holding it's next hearing at the State Capitol on November 12, 2002 (Committee Room 8EA). The major stake holders (Sprint, Verizon, etc.) will be there to offer their recommendations on what the Committee should do to better serve the the public (these are the same people who told the Committee that there is plenty of competition and that they need to abolish Chapter 30). This is a public hearing, but will probably be limited for speakers. PCN will either broadcast it live or a tape will be supplied for later broadcast. Maybe we can guarantee a live broadcast (internet feed also) if they get enough e-Mails.

| Senator Jake Corman's office is sending me CD's, that include transcripts, of three of the five hearings that have been held to this point. At this point, I have not been able to get a full transcript of "Chapter 30", but I'm still on the hunt. Maybe there will be a copy on the CD's. I'm also hoping there is a copy of the "Coverage Map" that was provided to the Commission. |

FYI, NJ has had state wide regulation of cable TV since 1973. Hasn't helped us much, that's for sure. -- Who is General Failure and why is he reading my hard drive? |

| reply to JTRockville I was told it will be geared towards the major players in the State (ie. Verizon, Sprint, Commonwealth, Adelphia?, Comcast?). The broadcast I saw Yesterday looked like everyone was very interested in what was being said. The only members that were present while I was watching were Senator Jake Corman(R), Senator Connie Williams(D), and Senator Robert Tomlinson(R). |

dunno when it got changed to "broadband", and it's curious how they describe broadband as 1.54 Mbit in both directions.. regardless of that the FCC definition of *capable* of more than 300 Kbit in both directions overrides any local definition.
got news for you all.. most cable and dsl services ARE capable of a higher upstream speed.. it's just the companies chose to package it with the slow upstream.. leech service I call it since 99% of what the average user does is download to begin with.
Anyone ever think we'll see a law in PA mandating 1.54 mbit in both directions? Doubt it since Verizon OWNS both the state legislature and utility commission, so forget about that change ever happening. If by some change it does happen.. expect to pay $500 or more a month for those T1 equivalent upload speeds.
besides now since we have a BHL as the new Governor, taxes will rise to the point people couldn't even afford AOL's $5,95 a month plan.

I thought that the FCC referenced 200 kbps in each direction.
One could also debate whether the definition is peak or sustained, as sustained may be beyond the limits of system capacity.
Unless the FCC definition references back in some way, shape, or form to the Communications Act, it does not have any legal standing. |

| reply to systems2000 Here are three of the five hearing transcripts. Presently these are the only ones I received and will post the others when I get them. There is more documentation (submitted testimonies, spreadsheets, etc.) that I will supply ASAP.
