PA - Let the State Know About Your Service


The Pennsylvania Telecommunications and High Technology Commission has been reviewing the effectiveness of the Chapter 30 requirements the State put in to law in 1993. I have a running thread over in the Comcast Forum. If you have anything to say about Verizon deployment, competitiveness, service, or availability of Broadband, maybe you should take a look.

Big-V has had numerous announcements on their web page about how much money they are pouring into PA to "upgrade" their "already state of the art" network in PA. Obviously they want something from the PA utility commission. Once they get it their spending will no doubt return to below normal.

I think Verizon is going to have more than money problems to deal with. During the hearing, that I was watching on PCN, Mr. Vince Maisano Inter. V.P., District 13, of the CWA was talking about all the jobs Verizon was taking out of the State, when the Chapter 30 Bill requires them to create jobs. He was also requesting the commission to lock the income that Verizon receives from PA to PA instead of using their profits on ventures outside of PA or the U.S.A.

Yes, you are right; PA has been standing up to Verizon, as well it should. Verizon is trying to move jobs to states (such as VA) that are "less expensive to do business in." Eventually, they will try to move call-center type jobs overseas--likely over the unions' "dead body," however.

What exactly are these rate charts showing? The prices charged to CLECS or the cost of proving the line to the CLECS?
I am having trouble seeing what they mean.

I'm not sure how they were presented, since I came into the viewing or the rerun had been on for awhile. If you look through the Hearing transcript for September, there maybe a reference somewhere in the beginning (Sorry, but I haven't read them yet. Just got the CD's today).

Reading the documents cited above is interesting. The Verizon PA President's testimony is 100% along Verizon's national agenda. The little dig about the non-availability of Broadway shows in Jersey Shore, PA justifying not providing broadband there likely did not impress the committee.

After reading this material one comes back to the realization that there were good reasons, way back when I first invented the telephone, for the service being declared a regulated public utility. Perhaps it would be best if Verizon should be 100% regulated again.
