 | First is the question of the minimum standards that will eventually be enacted upon by the Montgomery County Council. The verbiage will likely provide direction for what happens subsequently.
From there, the question of Comcast just paying alot of fines will be answered first by Comcast, and then, potentially, by the County Council. There may end up being specific cases where it is cheaper for Comcast to pay the fine(s) than fix the problem. Then what? Does the issue escalate, with Council increasing the fine per occurrence? Interesting scenario, although the intent of the law is to provide incentive to fix the problems.
After taking numerous journeys through »www.cablemodem.com, I can see no reason why SLAs are not possible with cable, particularly with the QoS provisions in DOCSIS 1.1 (see slide 10 at this link: »www.cablemodem.com/downloads/slideshow.ppt ). In addition, while I realize that speed is only one piece of the puzzle, Comcast's own words are: "Comcast High Speed Internet is more than just a cable modem connection to the bottlenecked Internet. Through the use of Comcast High Speed Internets proprietary network technology, we can maintain high-speed connections." »www.comcast.com/Support/Corp1/FA···_95.html
At a very young age, I was taught that the words can't and won't are not synonymous. The question of whether Comcast can or cannot resolve the issues plaguing customers in Montgomery County (and elsewhere) has never been a valid issue. The real question is why they won't. |

That's possible but I suspect that if the council sees that this is Comcast's strategy of getting out of responding to significant complaints, the council will raise the $1000 cap on fines. Hey, maybe instead of setting the fines at "no more than $1000" the legislation should be changed to "up to $1000" (with a footnote that says "Actual fine may vary and is not guaranteed"). |

That would not necessarily be a bad thing...I just had to scream at their collections department to have my TV service turned back on, because they "never processed my payment" from 3 months ago. Funny their system "showed" a payment for that billing period...
Every day is a new and exciting adventure in their magical world of incompetence and stupidity. |

 | reply to Liz I just hope people don't whine if the prices increase shortly after a SLA goes into effect. SLA will force increased costs to the provider, and the provider gets it's money from the subscribers - so, guess who gets to pay for the SLA? Not Comcast =P |
