I had exactly the same situation. XP Pro, 5360 modem, BEFSR41 Router. I'm 4.7 Km from the CO (Balsam CO Oakville). This neighborhood is approx. 30 years old and the copper is poor at best. I originally had the Nortel modem and speeds were usually 790/125. When my Nortel died, they switched me to the Alcatel platform and the speeds were roughly the same. When HSU was unveilled, I ordered it and it sucked large. Basically the same as what you experienced, 400down 667up. Sympatico wouldn't even consider tweaking or testing and simply said I was too far and that I'd be switched back to the 1M service. The fact that the upload was perfect led me to believe that there was something besides distance that was affecting the service. Here's what a couple of beers can do 
I ripped all interior phone wire off of the demarc, ran Cat-5 from both machines to the demarc, moved the modem/router to that location and tested with no other internal wiring connected. First DSL speed test (NJ server) 1500/667. BINGO!
I checked all wiring for shorts and nothing.. My DMM only reads up to 2M Ohms however. My brother had similar problems and Bell found a 5M Ohm short in the line from outside to the interior surge arrestor. I also found that the surge arrestor 'fuses' interfered with the speed also. I'm in the process of replacing all phone wire with Cat-5 which seems like overkill but the resistance to EMI is much better than standard phone cable. Perhaps if I have enough beer I'll replace the buried phone cable from the house to the street with Cat-5 also LOL
Just my 2 cents worth but it can't hurt for you to try. Perhaps just move your PC to the demarc point first and test from there before you invest in Cat-5 for the whole house.
There's a remote DSLAM at Upper Middle Rd. and 8th line which is less than 2Km away but a Bell Tech I spoke with (cornered him at a local box said it was full. I'm in the process of getting in touch with the engineer who can actually place a CO change order in for my line, a difficult task indeed but the tech said it 'can' be done.

join:2002-06-12 Oakville, ON | I actually got a hold of a Level 2 tech that has placed an order for a Line Transfer to another CO closer to my house. Once that is done - if the speeds still suck I will try your method.

| reply to gerdman Interesting, this seems to be somewhat like my problem, EXCEPT, when I reset and reload my linksys and hse modem, I return to receiving download speeds of 2700+. But over time it degrades to 150/600 which seems really strange. I too have moved the modem right next to the demarc. Was yours always slow?? |

the upload is the last thing to get affected with DSL service...the download frequencies operate at the highest range of the bandwidth that you have, so as your distance increases, or your line quality is not very good, the download speeds will be affected first (since higher frequencies will drop off faster)..we have seen speed tests where people had 100 kbps down yet 650 kbps up. -- "I get to go to lots of overseas places, like Canada." - Britney Spears, Pop Singer |

I WAS on Sympatico HSE Ultra, and got great downloads and uploads, peaking at 400KB/sec down (3000kbps), 80KB upload (800kbps).
but I didn't like the 10/10g cap limit, and was charged tonnes more than the regular rate for November 2002....so I switched in December 2002, to another ISP with no caps.
NOW, i get between 50-300k down, 600k up.....What the hell happened? |

most likely the company you are with now doesn't have the bandwidth to support it's network the same way sympatico's was...networks are very expensive and the easiest way to save money is to cut corners on capacity...that may not be the problem, but it is certainly a possibility. -- "I get to go to lots of overseas places, like Canada." - Britney Spears, Pop Singer |

| i'm not so sure, bob carrick mentioned it may be caused by the switch in the line card used in the CO....but wouldnt they use the same line cards for the same CO?
bell says there's nothing wrong with the lines, contact your DSL provider, DSL provider says he issued a ticket for the problem, but no feedback yet.
the DSL service provider I went with is fairly new, and i think they share access points with IGS in toronto. unfortunately for me, this wasnt mentioned at all when I signed up. |
