Well the article was quoting the plan as:

I don't think a claim that "access" and "downloads" are different things really works. I think that's just mincing of words and really is meaningless.

When they say "unlimited data access" -- what are they saying then? You can connect 24x7 but only download 2k per day? If that's the case then they need to say so.

This is just a simple case of the carrier using vague twists of terminology...and a failure on their part to manage their contracts.
