As the linked discussion points out, SBC did start network upgrades in states that rolled back regulation. If this is what is needed to get the country wired up then go for it. I love how all these whiners here complain about how there's no DSL where they live, but then when a company wants to do something about it, they complain about that and insist the government should stay in the way.
