Go over to SpywareBlaster's page at Wilder's forum. JavaCool has posted a fix. The VB6 runtime isn't installed or registered properly. BTW, next time be careful with the name please. The subject says Spybot but your screenshot shows it is Spyware Blaster. Two entirely different programs written by two entirely different people (unless Javacool and Pepi are the same).
