Actually - CPanel ranges from $19.99 per month - $99.99 per month ,depending on if you get an internal or external license and who you buy it from and how many licenses you buy.
A $100/month for a decent control panel is nothing when you think a populated server will generate at minimum $2000/month.
I think things need to be put into protective here 
You can get a control panel such as Ensim for a few hundred one-time fee. There is also a free control panel called Webmin, it's not up to much though. |

I found a free one...it's at home. It's nothing too fancy but it's nice overall.
