What is a 300 bill?
Meaning he didn't pay his monthly service so they disconnected him.
As long as the modem is HIS (he purchased it and what not), than he is more than welcome to sell it to anyone to use. If OOL supprots that modem, than you should be able to call them and tell them you purchased it and would like to use it.
I do not see why they would say "no". Even if he owed $300, it's not related to the mac #, it's related to the tel. # and address and name. So you should be ok.
