im looking for a cheap AGP 4X video card either 64MB or 128MB, any recommendations?? im on a tight budget.

I think for what you are looking for, you may be able to pickup an ATI radeon possible a 7500 for around that price.

Geforce FX 5200. It's 100.00 bucks and a DIrectx9 card. Performs decently for the price.

Even though a Card may say AGP8x, it will work at 1-4x in most cases, they are designed to work in a variety of settings.

  I haven't really noticed a "real" improvement of course I just have a P3 800Mhz. My system does display things quicker though.

AGP 8X has 2.1GB/sec bandwidth. 4X has 1.07GB/sec. I think they are backwards compatible.

But I don't think it works with AGP 2X. AGP 2X uses 3.3 volts while the newer versions use 1.5 volts.

Shouldn't be a problem. I'm using a couple of 8x cards in 4x slots here, as are others here.
I'm looking for 4x cards for you anyway and I can't find many good ones so far.

not really, and definitely not with a low end card. It's limited to 4x regardless if it is an 8x.
