So the one million dollar question is how do you please both groups of people?
You work on the quality of the services you offer then you wouldnt have to penalize people for taking the better deal. (most of the time people go satellite because of better quality, not a cheaper price)

you dont get penalized on your cable tv for not having HSI so why should HSI only users get penalized? (the maintenance charges are factored into both products)
