[XP] Quick Launch Not working

I cant drag icons to the taskbar anymore :(
Can someone pleas help me fix this issue. I t seems my quick Laucnh doesnt want to initialize

Have you tried turning the quick launch off from the taskbar then turning it back on? Possibly will help.
right click on the taskbar > Toolbars, and unselect Quick Launch.

Then, subsequently re-enable it to see if functionality is restored. For good measure, I would also reboot your machine and clean out your TIF's between processes.

TIF's as in "temporary internet files, i.e. cookies and cache that buildup and can affect performance.

Another possibility would be to copy the quick launch folder (shown in your screen shot) to another location for backup, then try deleting it after disabling it via the taskbar procedure. I believe re-enabling should re-create the folder itself, in any case you could then copy your quick launch shortcuts back to their original location...
this routine may take care of the initialization, or it may be some kind of other corruption...

By default your quick launch folder should be located in C:\Documents and Settings\YOUR USER NAME\Application Data\Microsoft\Internet Explorer\Quick Launch

Open your file explorer and go to that location and see if you can read or see the files there. If not, try scanning your hard drive for lost sectors or corrupted data and allow the system to fix all errors automatically. You'll have to reboot with this method.

Another way although a little more dangerous would be to go to that same location in your file explorer and delete all the contents in that directory, even the directory itself, then re-create a new quick launch directory and add the items you want to appear on the task bar to it. You'll have to name the newly created directory EXACTLY as it was named before you deleted it in order for Windows to find it.

MS MVP Kelly Theriot has a regedit on her website that may re-create your Quick Launch folder. (see "Cannot Create Toolbar For ... Quick Launch" at line 262):

Usual precaution - Create a System Restore Point or back up your registry before running this VBScript Script File. Just click on the file to run.

You might try something that actually wipes the area of the hard drive you are wanting to delete. I use pgp for wiping data, but there are several other good ones available, a search on google for wiping hard drive should get you one thats free.
