Butler, NJ		blocked ports 22 & 23?

hi,
today i came to work and wanted to ssh and telnet to my server located in another office. i'm unable to do this: both ports are blocked.
did anyone noticed this?
i'm not talking about icmp.

Pittsburgh, PA		 Telnet 23 works fine for me to my router.

Butler, NJ		 looks like they resolved this issue, or it was local nyc issue.
