  it is normal... at least, what the norm has become.
I'm routed to the Seattle POP and my test is similar and has been for over a month.

Known issue, but shouldn't it be taken care of by now? Have any areas been cleared up yet? Is this on other DSL/CABLE companies? It is frustrating!

I agree that is has been frustrating that nothing has been done yet. I e-mailed Kat and she said they would be performing the upgrade the end of this month, with transitions not until beginning of November.

My speeds have been very low also during peak times, but the test runs somewhat normal between 1am-8am. LOL.

I'm going to hang in there and see what happens. So far they have kept all their promises.
